Objective
In the framework of the ‘11th Culture and Citizenship Meeting’, the Directorate General for Cultural Rights, through the Subdirectorate General for Cultural Cooperation with the Autonomous Regions, is launching a public call to select independent national and international cultural projects related to the themes to be discussed at the eleventh edition of this meeting, which will take place on September, 26th and 27th 2025 in Barcelona, so that the projects could be presented at the Exhibition and Networking Space of the Meeting.
This edition of the Meeting is also part of the actions leading up to MONDIACULT 2025, the UNESCO World Conference on Cultural Policies and Sustainable Development, which will take place in Barcelona from September 29th to October 1st 2025. The Meeting is part of the programme ‘On the Road to MONDIACULT 2025’ and is also part of of the ‘Civic Agora’, which will seek to influence the debates at the conference itself, encouraging citizen debate on the issues on the agenda and fostering connections between local and international cultural agents, with the aim of advocating for the creation and development of a global agenda for culture and the monitoring of progress in terms of cultural rights and compliance with the 2030 Agenda.
Participation requirements
The call is aimed at innovative and independent cultural projects, as well as those promoted by young agents or collectives, from any part of the world, that are aligned with some of the three themes of the eleventh edition of the Meeting.
Any person, group, association or public or private entity that leads a cultural project of a public, private or mixed nature, on-site or digital, and developed or promoted both in Spain and outside Spain, may participate.
Initiatives promoted by agents or collectives under the age of 35 will receive particular attention.
Themes of the Meeting
In the framework of the celebration of MONDIACULT 2025, the Directorate General for Cultural Rights organises the eleventh edition of the ‘Culture and Citizenship Meeting’ in Barcelona, days before the conference, around three of the thematic linchpins that will be present in this edition of MONDIACULT:
1-Cultural rights as an ethical imperative and a condition for sustainable development, and a paradigm from which to articulate the protection and promotion of cultural diversity.
2-The debate on the use of AI in culture, from an ethical perspective, taking into account education, gender equality, creativity, cultural and linguistic diversity and citizenship.
3-The presentation of initiatives aimed at the construction and consolidation of a culture of peace, which promotes sustainable economic and social development, human rights and gender equality, as well as democratic participation and dialogue, freedom of information, communication and expression.
Thematic categories and key concepts
The call is addressed to projects working in relation to one or more of the three thematic categories of this edition and aligned with one or more of the following key concepts:
CULTURAL RIGHTS
pluridiversity(ies); creation and access to culture; local development and community action; intergenerational culture; inequality; hegemonies and exclusions; cultural mediation; linguistic diversity; good practices and governance; gender equality; digital rights; community culture(s); cultures of the territory vs. deterritorialised cultures; education and culture; sustainability; culture and nature.
ARTIFICIAL INTELLIGENCE
democracy and citizenship; cultural and linguistic diversity;rights and authorship; prevention of bias; digital heritage, archives and AI models; automation-substitution; degradation of veracity; culture-science dialogues; cultural knowledge and technoscientific development; access, participation and cultural and artistic production in the face of/with AI; alternative models; ethics and neuro-rights.
CULTURE OF PEACE
culture and peace-building; heritage, memories and conflicts; culture for (re)construction; arts for non-violence; cultural rights for reconciliation; memory(s) and resilience; shared futures; imaginaries of peace; new paradigms of coexistence; multiculturalism and intercultural dialogue; climate crisis, ecology and peace;culture in the face of hate and intolerance; the formats, limits and languages of art in the face of conflict; cultural and artistic creation as an emancipatory and restorative practice.
Moreover, projects will be evaluated to check their alignment with the objectives and thematic categories that form the backbone of the ’Culture and Citizenship’ program, such as: universal access and citizen participation in culture, social transformation and cohesion, culture located in and related to the territory, sustainability and alignment with Agenda 2030, culture in dialogue with other sectors, cultural networks and public-private collaboration, as well as citizenship and the third sector.
Form and deadlines
All those interested in participating in the call must fill in the application form
The deadline to submit projects is May 26th 2025.
The selected projects will be published on the ‘Culture and Citizenship’ website from June 23rd 2025.
Selection of projects
The advisory committee of the Meeting, together with the heads of the Ministry of Culture, will select up to 30 projects to be shown in the exhibition space of the ‘11th Culture and Citizenship Meeting’. This exhibition and networking space will take place in the Hall of the CCCB.
Those projects considered to be of greatest interest will be selected according to the following criteria:
Out of these 30 projects, a maximum of 10 will be selected from young agents or collectives (up to 35 years old).
Formats for the presentation of projects in the Meeting
A permanent physical space will be available during the days of the Meeting for the presentation and exhibition of projects and the creation of alliances and collaborative networks, which will be open to the general public during the same hours of activity as the Meeting on September 26th and 27th at the CCCB.
The exhibition stands will be designed and produced by the organisers and must have the presence of the staff responsible for each project during the days and times defined, as well as adjusting to the agenda that the organisers may set for them. The selected projects must send and provide all the material they consider necessary for the communication of their project.
An oral presentation of the project may also be considered, in a brief format and in a space set up ad hoc within the CCCB Hall.
Travel and accommodation expenses and fees
The organisation will directly cover travel and accommodation expenses for two or three nights for one person in charge of each selected project, as well as the usual fees stipulated by the Ministry for this type of collaboration: 375 euros (VAT included) for participation in the exhibition space and 375 euros (VAT included) for oral presentation, if applicable, of the project.
Database
All the projects submitted will become part of a database of the Ministry of Culture. The selected projects may be published on the ‘Culture and Citizenship’ website and used in videos or publications produced as a result of the Meeting
The participation in this call implies full acceptance of its rules and to authorize the Ministry of Culture to use the data collected in the application form, always for the purposes expressly defined in this call and in accordance with the current regulations on data protection.
